Information on payment of the charge for use of the national road network in Romania (Rovignette).

The user charge (Rovignette) is valid for driving on the national road network, excluding roads within the defined urban area of county capital cities and municipalities, for all Romanian and foreign users and all registered vehicles used on the national road network in Romania.

Responsibility for paying the user charge and for holding a valid Rovignette lies exclusively with Romanian users, while for foreign users, responsibility lies exclusively with the vehicle driver.

Mixed vehicles designed to transport passengers and goods in separate compartments are charged as goods vehicles.

Since 1 October 2010, the Rovignette has been issued only through the SIEGMCR (the information system for the issue, management, monitoring and control of the Rovignette).

For both Romanian and foreign users, the user charge is categorised according to the period of use of the national road network in Romania, as follows: 1 day (except for passenger cars and goods vehicles with a technically permissible maximum laden mass less than or equal to 3.5 tonnes), 7 days, 30 days, 90 days, 12 months.

The period of use includes travel time and time when the vehicle is stationary.

Driving without a valid Rovignette constitutes a continuous administrative offence and is punishable with a fine.

Administrative fines may be imposed on users both on the national road network in Romania and at country border inspection posts when exiting Romania.

The Rovignette can be purchased from the network of authorised distributors, available on: CNAIR - Rovignette; please note that responsibility for the functioning of retail outlets lies entirely with the distributor who has entered into agreements with the National Road Infrastructure Administration Company (CNAIR).

Romanian users must pay the user charge in RON at the exchange rate on the relevant date published by the National Bank of Romania and valid for the last day of the month preceding the charge payment date. A valid exchange rate for the last day of the month preceding the charge payment date means the exchange rate published by the National Bank of Romania on the penultimate working day of that month.

Foreign users must pay the user charge:

• in freely convertible currencies listed on the foreign exchange market, at the equivalent value of the charge expressed in EUR, depending on the foreign exchange rates published by the National Bank of Romania on the penultimate working day of the month preceding the charge payment date;
• in RON at the exchange rate on the relevant date published by the National Bank of Romania and valid for the last day of the month preceding the charge payment date.

Only Romanian users can pay the user charge by SMS, depending on the vehicle type and only for the minimum use period, the start date and time of validity of the Rovignette being the date and time of issue of that Rovignette confirmed by the distributor.

In accordance with Government Order No 15/2002, as subsequently amended and supplemented, vehicles registered as ‘vehicles exempted in the database’ are exempt from paying the national road network user charge. Users cannot consider the vehicle exempt from payment of the charge until the CNAIR has confirmed in writing that it has been included in the database or, where applicable, that it has been modified.
