Procedure on the automatic recognition of the teaching degrees in higher education awarded by accredited higher education institutions from abroad. The automatic recognition of the teaching degrees awarded abroad may occur in case of participation in a competition for the occupancy of a vacant teaching position or in other teaching activities carried out by the “Vasile Goldi?” Western University of Arad. The automatic recognition of the teaching position awarded abroad is carried out before the competition for the occupancy of a vacant teaching position at the “Vasile Goldi?” Western University of Arad if the applicant wishes to participate in the competition procedure. The occupancy of the teaching position at the “Vasile Goldi?” Western University of Arad is carried out according to the applicable law and the own methodologies; The provisions of this procedure apply to the Romanian citizens, to the citizens of European Union, European Economic Area Member States, citizens of the Swiss Confederation and of third countries. Where applicable, the “Vasile Goldis” Western University of Arad consults the National Center for Diplomas Recognition and Equivalence (hereinafter called CNRED) and the National Council for Certification of Academic Titles, Diplomas and Certificates For the automatic recognition of the teaching degrees, an evaluation commission of the file for recognition of the teaching degrees is to be established, appointed by Rector’s decision. After reviewing the file, the Evaluation Commission proposes to the University management a solution on the request for recognition of the teaching degree in 30 days since the application has been registered. The deadline may be extended in justified cases, the applicant being informed in writing on the extension of the deadline. Ways of appeal: The appellants have the right to submit appeals within 3 (three) working days since the result of the evaluation commission was communicated. The commission for solving the appeals is to review and communicate the result of the appeal in 5 (five) days since the end of the deadline for appeals submission. This procedure applies for the situation when a graduate asks for the issuing of a certificate of authenticity for the documents of studies endorsement by the Ministry of Education -CNRED. The certificate of authenticity certifies the authenticity, the validity, and the rightfulness of the recordings in the document of studies and the academic papers stipulated at point 2 a-g. The certificate is issued upon holder’s/ proxy’s request and comprises the following mandatory minimal items: holder’s name and surname, such as specified in the academic record; period of studies, number of credit units, profile/ field, graduated program of studies/ specialisation and type of education. Scope The procedure applies for the “Vasile Goldis” Western University of Arad graduates in the bachelor’s, master’s, and doctoral academic studies. There are the following documents of studies which the certificate of authenticity may be required for: 1. Documents of studies issued by the “Vasile Goldis” Western University of Arad, 2. Annexes to the documents of studies and/ or to the academic education documents issued by the “Vasile Goldis” Western University of Arad, respectively: a) Diploma supplement; b) Transcript of Records; c) Academic record; d) Syllabus; e) Certificate on schooling/ graduation; f) Certificate attesting the quality of student; g) Certificate on studies completion;

This procedure regulates the recognition at the “Vasile Goldi?” Western University of Arad, of the doctoral diploma and title of doctor in sciences or in a professional field, awarded abroad The procedure apply to the Romanian citizens, the citizens form European Union, European Economic Area Member States and to the citizens of Swiss Confederation who had the quality of PhD who are PhD supervisors in a higher education institution accredited abroad. There are eligible for automatic recognition the doctoral diplomas and titles of doctor in sciences or in a professional field, awarded by: a) Accredited higher education or research-development institutions from a Member State of the European Union, European Economic Area or from the Swiss Confederation; b) Accredited higher education or research-development institutions comprised in the List of prestigious universities from other States, approved by Disposition of the minister for national education and scientific research, regularly updated; c) Accredited higher education or research-development institutions subject to an international convention of mutual recognition, concluded between governments or universities. The UVVG recognition of the doctoral diploma and title of doctor in sciences or in a professional field, awarded abroad is carried out according to this procedure in order to enroll to postgraduate programs, to obtain habilitation, to occupy a teaching or research vacancy at the UVVG, according to the law. Only in case of definite term employment, the provisions of the Law 200/2004 and of art. 296 of the Law 1/2011 are enforced directly. The exercise of the rights conferred by the recognition of the doctoral diploma and title and the occupancy in the Romanian higher education system are carried out according to the applicable law. Way of Appeal If the request is not approved, the doctoral office notifies electronically the applicant who may submit an appeal in 10 working days since the reception of such notification. The appeal is reviewed in 5 working days by a commission appointed by CDAS. The university final decision may be appealed in court. This procedure applies to the Romanian citizens, to the citizens of Member States of the European Union, European Economic Area, of the Swiss Confederation, and to citizens of third countries who were awarded with the quality of PhD supervisors by accredited higher education institutions from the Member States of the European Union, European Economic Area, of the Swiss Confederation, and to citizens of third countries. Only for temporary exercise of the position, the provisions of the Law 200/ 2004 and of Art. 296 of the Law 1/2011 are implemented directly.
