The Romanian Order of Architects is the competent authority for the recognition of the official qualification titles for the architect profession for the nationals of the Member States of the European Union, nationals of the Member States of the European Economic Area and nationals of the Swiss Confederation.
The signature right is granted by the automatic recognition of the qualification title and the signature right.
The recognition of the qualification title and of the signature right are achieved by the National Commission for the Recognition of Qualifications (CNRC).

Means of appeal:
With reference to the recognition of the qualification and of the signature right, the applicant can bring the action against the CNRC decision before administrative court, in keeping with Law no. 554/2004.
With reference to the pursuit of the profession, given the provisions of art. 95 paragraph (1) of ROF, the person injured by the services provided by an OAR member architect shall file a disciplinary complaint, which shall be settled by the OAR competent disciplinary commission.
The injured person can also use the internal law procedures in order to settle any conflict (OAR-architect, OAR-beneficiary, architect-client, architect-architect).

An OAR member architect has the right to participate in the interview for awarding the signature right without having completed his professional traineeship if he can prove having an experience in architectural design of minimum 5 years from the date of acquiring the architect title.
The interview shall be held with the National Commission for Awarding the Signature Right (CNADS), according to art. 29-art. 34 of the Methodological Norms for Awarding the Signature Right.

The Romanian Order of Architects is the competent authority for the recognition of the official qualification titles for the architect profession for the nationals of the Member States of the European Union, nationals of the Member States of the European Economic Area and nationals of the Swiss Confederation.
Prior to acquiring the signature right, the applicant’s diploma shall be recognized on the territory of Romania by the National Commission for the Recognition of Qualifications (CNRC).
The signature right in Romania is granted under the same conditions as apply to the Romanian citizens:
- the signature right is awarded by National Commission for Awarding the Signature Right (CNADS), on the basis of an interview for the evaluation of the knowledge, skills and relevant professional experience of the applicant (see art. 11 paragraph (6) of Law no. 184/2001, Republished).

A graduate of an architecture faculty can pursue the profession under all legal forms, being supervised by an architect with the signature right.
According to OAR, in order for an architect to be entitled to sign his own designs, he needs to carry out a 2-year professional traineeship as a transition period between his university training and his independent and responsible pursuit of the profession.
OAR shall appraise the competences of candidates by their evaluation through the National Commission for Awarding the Signature Right (CNADS), in 4 yearly sessions of interviews.

Acquiring signature right_architects_third states_married to Romanians_Romanian diploma_ professional traineeship
The spouse of a Romanian citizen, who is not a national of a EU/EEA Member State or the Swiss Confederation, and who uses his long-term residence right on the Romanian territory benefits by equal treatment as the Romanian citizens regarding the implementation of the European Union treaties, subject to the provisions of these treaties and the directives adopted for their application. As holder of a diploma issued by architectural higher education institutions of Romania, he can pursue his profession under all legal forms, being supervised by an architect with the signature right, namely an architect whose professional practice competences were recognized by OAR.
According to OAR, in order for an architect to be entitled to sign his own designs, he needs to carry out a 2-year professional traineeship as a transition period between his university training and his independent and responsible pursuit of the profession. During the 2 years, the professional trainee shall achieve, under the guidance of a mentor, the basic Architect’s Services that an architect shall be able to carry out.
OAR shall appraise the competences of candidates by their evaluation through the National Commission for Awarding the Signature Right (CNADS), in 4 yearly sessions of interviews.

Application of compensation measures
Application of compensation measures
OAR, as the competent authority for the recognition of the official qualification titles for the architect profession for the nationals of the Member States of the European Union, nationals of the Member States of the European Economic Area and nationals of the Swiss Confederation, can apply the general system of recognition, according to Law no. 200/2004 on the recognition of diplomas and professional qualifications for the regulated professions in Romania, in case the applicant, for specific and exceptional reasons, does not satisfy the conditions for the application of the procedure of automatic recognition of the professional title of architect.
As such, OAR can achieve the professional recognition of qualifications by the application of compensation measures which consist of an adaptation period and/or an aptitude test, as provided for in the OAR Board Decision no. 288/18 02 2019 for the approval of the procedure of organizing and performing the adaptation period and/or the aptitude test in view of the recognition of the architect qualification within the scope of the General System for the Recognition of Professional Qualifications.

The injured person can also use the internal law procedures in order to settle any conflict (OAR-architect, OAR-beneficiary, architect-client, architect-architect).

The spouse of a Romanian citizen, who is not a national of a EU/EEA Member State or the Swiss Confederation, and who uses his long-term residence right on the Romanian territory benefits by equal treatment as the Romanian citizens regarding the implementation of the European Union treaties, subject to the provisions of these treaties and the directives adopted for their application. As holder of a diploma issued by architectural higher education institutions of Romania, he can pursue his profession under all legal forms, without having completed his professional traineeship if he can prove having an experience in architectural design of minimum 5 years from the date of acquiring the architect title.
The applicant shall have an interview with CNADS, in keeping with art. 29 - art. 34 of the 2018 Methodological Norms on Awarding the Signature Right.

A Romanian architect holding a diploma issued by EU, EEA and Swiss Confederation, whose diploma was previously recognized by the National Commission of Recognition of Qualifications (CNRC) is entitled to pursuit the profession under any legal form, being supervised by an architect with signature right, registered with OAR.
According to OAR, in order for an architect to be entitled to sign his own designs, he needs to carry out a 2-year supervised professional traineeship
OAR shall appraise the competences of candidates by their evaluation through the National Commission for Awarding the Signature Right (CNADS), in 4 yearly sessions of interviews.

In order to have the EU, EEA Member States or the Swiss Confederation diploma recognized, the applicant shall upload, by means of PSC, his application file made out in keeping with point 1 of the full description of the procedure.
