Recognition by Spiru Haret University of the Doctoral Diploma and of Doctor of Science title or Doctoral title in a professional field earned abroad
This procedure is described in the Methodology on recognition by Spiru Haret University of the Doctoral Diploma and of Doctor of Science title or Doctoral title in a professional field earned abroad, approved by Senate of Spiru Haret University by Decision no. 43 of 7 March 2017.
It is applicable to the candidates who have been awarded the Doctoral Diploma by:
- accredited higher education institutions or research and development institutions from a member state of the European Union, of the European Economic Area or of Swiss Confederation;
- accredited higher education institutions or research and development institutions included in the List of prestigious universities from other countries, approved by order of the Line Minister and undergoing regular updating;
- accredited higher education institutions or research and development institutions making the object of an international mutual recognition agreement signed at intergovernmental or interuniversity level.
Time limit to file a challenge
30 days from communication.
Means of appeal
The decision may be appealed against to the Ministry of Education / National Centre for Recognition and Equivalence of Diplomas / National Council for Certification of Academic Titles, Diplomas and Certificates / competent courts of law from the Romanian territory.

Automatic recognition by Spiru Haret University of Bucharest of the candidate’s capacity as a PhD supervisor or of their certification awarded by foreign accredited higher education institutions
This procedure is described in the Methodology on automatic recognition by Spiru Haret University of Bucharest of the candidate’s capacity as a PhD supervisor or of their certification awarded by foreign accredited higher education institutions, approved by the Senate of Spiru Haret University by Decision no. 43 of 7 March 2017.
It is applicable to the candidates who have acquired the capacity as a PhD supervisor or related certification in accredited higher education institutions from:
- European Union Member States;
- European Economic Area member states;
- Swiss Confederation;
- other states included in the List of prestigious universities from other countries, approved by order of the Line Minister and undergoing regular updating.
Time limit to file a challenge
The decision of failure to recognise the capacity as PhD supervisor or related certification can be challenged within 10 days from date of communication.
The challenge shall be resolved within 5 days since its registration. The decision shall be communicated to the person filing the challenge within 3 days from its adoption.
Means of appeal
The decision may be appealed against to the Ministry of Education / National Centre for Recognition and Equivalence of Diplomas / National Council for Certification of Academic Titles, Diplomas and Certificates / competent courts of law from the Romanian territory.

Automatic recognition by Spiru Haret University of the academic positions held in foreign accredited higher education institutions
The procedure is described in the Methodology on automatic recognition of the academic positions held in foreign accredited higher education institutions, approved by the Senate of Spiru Haret University by Decision no. 43 of 7 March 2017.
It is applicable to the candidates who hold academic positions in accredited higher education institutions from:
- European Union Member States;
- European Economic Area member states;
- Swiss Confederation;
- other states included in the List of prestigious universities from other countries, approved by order of the Line Minister and undergoing regular updating.
Time limit to file a challenge
The decision of failure to recognise the academic position can be challenged within 5 days from date of communication.
The decision shall be communicated to the person filing the challenge within 5 days from its registration.
