To obtain an identity card, Romanian citizens must follow a few simple steps, in accordance with current legislation.

1. Preparing the Required Documents
2. The applicant must prepare the following documents:
   • Application form for issuing the identity card (filled in at the counter);
   • Birth certificate (original and copy);
   • Marriage certificate or divorce decree, if applicable (original and copy);
   • Document proving the right of ownership or use of the dwelling (property deed, rental contract, declaration of accommodation, etc.);
   • Receipt proving payment of the applicable fee (if required);
   • The old identity card, if a new one is being requested (e.g., due to address change or expiration).
3. Submitting the Application
4. The application and supporting documents must be submitted in person at the local Public Community Service for Person Records (SPCEP) corresponding to the applicant’s domicile or residence. For minors aged 14 and above, the application must be submitted in the presence of a parent or legal guardian.
5. Taking the Photograph and Biometric Data
6. At the counter, the applicant will be digitally photographed, and their electronic signature will be recorded.
7. Collecting the Identity Card
8. After the application is processed, the identity card is issued within a few working days (depending on the county). The document must be collected in person, with the applicant’s signature.
